Australian Capital Territory
To provide a construction service in the ACT you need a licence, and the ACT lists who that covers: builders including owner-builders, electricians, plumbers, drainers and gasfitters, building surveyors, building assessors, gas appliance workers, works assessors and plumbing plan certifiers. The ACT is equally clear that trades like carpenters and bricklayers do not currently need a licence there, so a licence check is not a substitute for references on those trades. There are four classes of builder licence, each with a different scope of work.

New South Wales
A contractor licence is required to carry out, advertise or contract for building or trade work valued above a threshold NSW sets, measured on labour and materials including GST. The licence may be an individual or an endorsed contractor licence, a company or partnership contractor licence, or be paired with a qualified supervisor certificate.

Northern Territory
You must use a registered builder for prescribed residential building work. Work is prescribed if it is worth more than a value threshold the NT sets and involves particular buildings — class 1a and class 2 buildings, extensions or renovations that increase floor area, attached class 10 buildings, certain retaining walls, or relocating an existing building. You must also sign a contract with your builder for prescribed building work.

Queensland
QBCC states that individuals and companies must hold a licence to carry out — that is, to contract for — building work above a value threshold it sets. In most cases you do not need your own licence if you are doing the work as an employee of a licensed contractor. Ask for the licence number and check it on the QBCC register.

South Australia
The trigger in South Australia is the activity, not the value. Individuals and businesses must be licensed as building contractors — including subcontractors running a business — if they carry out or organise building work for others, or to sell or let land or buildings. All building work must be supervised by a registered building work supervisor.

Tasmania
Builder licences in Tasmania come in three classes: Builder (General Construction), which manages or carries out building work, demolition, alterations, additions, relocations or repairs; Fire protection services builder; and Demolisher. Check the class covers the work you are hiring for, not just that a licence exists.

Victoria
A company must be registered as a building practitioner to enter into major domestic building contracts, or to be named as builder on a building permit for major domestic building work or other work above a value threshold. The BPC warns that serious penalties apply for saying, or implying, that you or your company are registered when that is not true.

Western Australia
Western Australia states plainly that it is illegal for an individual, partnership or company to contract for or carry out a building service without first having the appropriate licence or registration from Building and Energy, and advises always checking that a provider's registration is current before you enter an agreement. Most other building work above a value threshold that also needs a building permit must be carried out by a registered builder.
