Basement insulation covers the concrete foundation walls, the rim joist at the top of the foundation and sometimes the floor slab. In many older Canadian houses these surfaces are bare, and the upper part of the foundation wall, which faces cold soil and winter air, is where much of the basement's heat escapes. Insulating it makes the lower level warmer, more comfortable and usable year-round, and it eases the load on the heating system.

A basement is also where groundwater, soil gas and cold concrete meet warm, humid indoor air. Insulation that goes in before those are dealt with can hide leaks, trap condensation against the foundation and grow mould behind a new wall. Good basement insulation starts with moisture, uses materials that can safely touch concrete, and keeps the air and vapour control continuous from the floor to the underside of the main floor.

Moisture first: what to check before insulating basement walls

Insulating the inside of a foundation makes the concrete colder and hides it behind a new wall, so water problems come first. NRCan suggests a simple check: tape a sheet of plastic about 1 m (40 in.) square to the wall and the slab, then look at it after a day or two. Condensation on the room side points to humid indoor air; moisture underneath shows dampness moving in from the ground and, NRCan adds, the possibility of radon entry.   • Water at the joint between the wall and the floor after heavy rain or snowmelt.
  • White, powdery efflorescence on the concrete, or paint that blisters and peels.
  • A musty smell, damp storage boxes or mould on existing framing or drywall.
  • Cracks that let water through, or that keep getting wider.
  • Downspouts emptying beside the foundation, or ground sloping toward the house.

Interior vs exterior basement insulation: how they compare

Exterior insulation covers the outside of the foundation with rigid boards made for use below ground, protected where they rise above grade. NRCan notes that the outside surface tends to be more continuous and easier to insulate, and that keeping the foundation warm eliminates freeze–thaw stress and makes frost unlikely to reach the footings. It requires digging around the house, so it makes most sense when the foundation is being excavated anyway for waterproofing or new drainage.

Interior insulation is the usual choice in an existing home. NRCan points out that it can be folded into a plan to finish the basement and done at any time of year, one section at a time. The trade-off is a colder foundation and finishes that can hide moisture as it develops, which is why the materials against the concrete and a continuous air and vapour barrier matter so much.

Interior basement wall assemblies: rigid foam against concrete, framed walls and continuous air and vapour control

Most interior assemblies pair a layer that can safely touch concrete with a framed wall for wiring and drywall. NRCan recommends medium- to high-density foam board with good moisture resistance, such as extruded polystyrene or Type IV expanded polystyrene, against the foundation, and describes closed-cell spray foam, applied only by a certified installer, as another high-quality option.

  • Foam board or spray foam goes directly against clean, dry concrete, with board joints sealed so indoor air can't reach the cold wall.
  • The bottom plate of the framed wall sits on a continuous impermeable membrane, such as a sill gasket, so it can't draw moisture from the slab.
  • The air and vapour barrier is continuous over the whole wall and carries on into the rim joist space, with electrical boxes and penetrations sealed.
  • Foam insulation is covered with drywall or another approved thermal barrier rather than left exposed.
  • NRCan advises against tar paper, or asphalt building paper, inside the house because it can release toxic vapours, and warns that foil-faced board may deteriorate against cement and mortar, so check with the manufacturer first.

Basement floor and slab insulation: when it's worth the headroom

Floors come second. NRCan notes that most heat is lost through the upper part of the foundation walls, so basement slabs are seldom insulated. A bare slab still feels cold underfoot, though, and an insulated or separated floor makes a finished basement more pleasant, especially for bedrooms or a playroom.

Over an existing slab, the usual options are rigid insulation under a new subfloor, or subfloor panels designed to keep the finished floor off the concrete; both use up some headroom, so measure the ceiling height first. When a slab is replaced or the floor is lowered, insulation can go under the new concrete, and NRCan calls that an excellent opportunity to install in-floor heating or make the slab ready for it. How basement insulation is done, from the rim joist to the drywall

  • Water, grading and cracks are dealt with first, and a long-term radon test is started if the home hasn't been tested.
  • Suspect materials, such as old pipe wrap or floor tiles, are tested for asbestos before anyone disturbs them.

  • Foam insulation goes on the walls, followed by the framing and the electrical and plumbing rough-in.
  • The air and vapour barrier is completed and joined at the rim joist, then inspected if a permit applies.
  • Drywall covers the insulation, with access kept to the sump pit, cleanouts, shut-off valves and the electrical panel.

Radon and basement insulation: test before you cover the walls

Radon is a radioactive gas from the soil that enters through cracks, joints and gaps around pipes, and basements usually have the highest levels. Health Canada notes that sealing those openings can help but isn't a standalone way to lower radon, because every opening is hard to find and seal for good. It recommends a long-term test of at least three months, and its measurement guide calls for testing again after renovations that affect the structure or ventilation of the home. Egress windows and permits when you insulate and finish a basement

Insulating a bare basement wall is often simple, but it usually comes with plans to finish the space, and that brings in the building code. Most municipalities require a permit to finish a basement, especially when a bedroom or bathroom is added, and a basement bedroom needs an exterior door or a window large enough to escape through. Will insulating my basement make it damp or mouldy?

Not when it's done in the right order. Trouble usually comes from insulating over wet concrete, using materials that can't tolerate contact with the foundation, or leaving gaps in the air and vapour barrier so humid indoor air reaches the cold wall. Solve water issues first, use moisture-resistant foam against the concrete, keep the barrier continuous and control indoor humidity with ventilation or a dehumidifier.

Do I need a permit to insulate my basement?

It depends on the municipality and the scope. Insulating an unfinished wall on its own may not need a permit everywhere, but finishing the basement usually does, especially when you add a bedroom or bathroom, move plumbing or wiring, or enlarge a window. Call the permit office before you start.
