Homeowners usually need one for a new custom or infill home, an addition that changes the lot's grades, a retaining wall on a slope, a septic system on a rural property, a driveway entrance over a ditch, or erosion along a shoreline or ravine.

The central document is often a lot grading and drainage plan: a drawing of existing and proposed elevations showing that water moves away from the house toward an approved outlet without flooding the neighbours. Many municipalities review one before issuing a permit for a new dwelling, and some also ask for a servicing plan showing the water, sanitary and storm connections.

  • Site servicing plan: the route, size and depth of water, sanitary and storm connections for a new house or an added unit.

When you need a civil engineer: new builds, wet basements, sloped lots and shoreline erosion

Some triggers come from the municipality, others from the lot itself. If water or soil is moving where it shouldn't, an engineer can find the cause before you pay for a fix aimed only at the symptom.

  • You're building a new house, an accessory dwelling or a large addition, and the permit checklist asks for a grading or servicing plan.
  • Water pools against the foundation, flows toward the house from a neighbouring lot, or reaches the basement every spring.
  • You want a tall retaining wall, or one that supports a driveway, a building or a slope above it.
  • Your rural lot needs a new or replacement septic system, or the existing leaching bed is saturated or surfacing.

Drainage and erosion problems on sloped and waterfront lots, and how engineers solve them

Freeze–thaw cycles, heavy spring melt and intense summer storms expose grading mistakes quickly. Typical culprits are a yard that settled toward the house after backfill, downspouts emptying onto a slope, a neighbour's regrading that sends water across the line, and a retaining wall built without drainage behind it, which water pressure and frost eventually push over.

On waterfront and ravine lots the questions are bigger: how stable the bank is, whether shoreline work is allowed at all, and how to control runoff from roofs and driveways so it doesn't cut gullies into the slope. The engineer's report explains the cause and what can be built, and often supports a permit request to the municipality or the agency responsible for shorelines.

Grading plans and septic system permits: what municipalities, Ontario and Quebec require

Grading requirements are set by each municipality. Many ask for a lot grading plan with the permit application for a new dwelling or a major addition, prepared by an engineer or another professional the city accepts, and review it before the permit is issued. Check your municipality's submission checklist before design starts.

In Ontario, the Building Code applies to septic systems with a sewage design capacity of up to 10,000 litres per day, which typically covers houses and cottages, and Part 8 of the Code sets the rules for these systems when they sit on the lot they serve. The local municipality usually enforces them, although in some areas the principal authority is a board of health, a conservation authority or an upper-tier municipality. Larger systems fall under the Ontario Water Resources Act instead.

In Quebec, the Regulation respecting waste water disposal systems for isolated dwellings (Q-2, r. 22) governs septic systems. The permit application to the municipality must include a site and natural soil characterization study and a location plan, completed before the permit is issued. The Environment ministry's guidance adds that in certain cases, such as a polishing field built in impermeable soil, the study must be signed by a member of the Ordre des ingénieurs du Québec or the Ordre des géologues du Québec, and the location plan by an engineer.

How a civil engineer works with your land surveyor, architect and contractor

Site design sits between the survey and construction. Following this order avoids redrawing plans because a key piece of information arrived late.

  • Survey first: the surveyor provides the property lines and a topographic survey of existing elevations, trees, services and neighbouring grades, which becomes the engineer's base drawing.
  • Soil information: test pits or a geotechnical report when septic design, a tall retaining wall or an unstable slope is involved.
  • Design with the architect: the main floor elevation, garage slab and window wells are set together with the grading, so water drains away on every side.
  • Permit submission: grading, servicing or septic drawings go in with the architectural and structural plans.
  • Construction: the excavator and landscaper build to the plan's elevations; changes on site, such as a raised foundation, go back to the engineer.
  • Close-out: where the municipality asks for confirmation that final grades match the plan, the engineer or surveyor checks and signs off; keep that document with your permit records.

Timing site work in a Canadian climate: frost, spring runoff and ground conditions

Ground work follows the seasons. Test pits and soil assessments for septic design need thawed, accessible ground, and groundwater observed in spring can sit higher than in late summer, which affects how a leaching bed is designed. Book the engineer early enough that design and permits are settled before digging season.

Spring melt is also the best time to see how a lot really drains. Photos or short videos of where water pools and flows during a thaw or a heavy rain give the engineer evidence a dry-weather visit can't. Final grading and sod are best done once backfill has settled, so low spots don't reverse the slope toward the house.

Civil engineer, structural engineer or land surveyor: who does what, and how to check a licence

The land surveyor establishes where the property lines are and measures what's on the ground; the civil engineer designs how the ground, water and services should work; the structural engineer designs what holds the house up. The roles overlap at the edges: a surveyor may prepare a simple grading plan where the municipality accepts it, and a structural engineer may design a retaining wall that supports a building. A new home often needs all three.

Check the licence as you would for any engineer. Engineers Canada explains that titles such as P.Eng., or any title including the word engineer, are reserved for people licensed by the regulator of the province or territory where the title is used. Professional Engineers Ontario and the Ordre des ingénieurs du Québec both run public directories for looking up licence holders and their status. Then ask whether their practice includes residential grading, drainage or septic work, since a licence covers the whole profession.
