   In the five boroughs, yes. A person or business must hold a Home Improvement Contractor license from the Department of Consumer and Worker Protection to do construction, repair, remodeling or other home improvement work to any residential land or building in New York City.

   The definition is wider than the word remodeling suggests. It picks up basements, driveways, fences, garages, landscaping, patios, porches, sidewalks, swimming pools and terraces — which is most of what people hire someone to do outdoors as well as in.

   The license exists to put money behind the promise. Every licensee must either enrol in the Home Improvement Business Trust Fund or post a twenty thousand dollar surety bond, and that is what a consumer with a judgment can look to when the business itself has nothing left.

   So ask which agency issued the number he gave you, then look it up against the name on the contract. A license held by a different entity from the one you are paying protects you exactly as much as no license at all.
