Does a gas engineer have to be on the Gas Safe Register?

Someone has quoted me a good price to move the boiler but says the registration is only needed for landlords.

They have to be registered, and that has nothing to do with whether you are a landlord. Under the Gas Safety (Installation and Use) Regulations 1998, a business carrying out gas work within the scope of those Regulations must be on the Gas Safe Register. It is the law for the business doing the work, not a standard that applies only to rented homes.
Ask to see the card. A registered engineer carries a Gas Safe ID card, and the back of it lists the categories of work they are qualified for — cookers, boilers and gas fires are separate entries. Someone registered for one is not automatically competent, or covered, for another, so the card is worth reading rather than glancing at.
If the person quoting explains away the registration, that is the answer to your question. Badly fitted gas work does not announce itself, and the consequences arrive long after the invoice.
